Scope: public status record after a disposable Fedora VM CLI payload validation transcript reached the expected validation report.

## Summary

A disposable Fedora VM CLI payload validation run completed successfully against the manually gated runner from PR #236.

The validation run built the local Latticra RPM with the no-effect CLI payload, ran the build-time test suite, installed the package into the disposable Fedora VM, validated the installed CLI command surface, removed the package, verified post-removal absence, and emitted the expected deterministic validation report.

This is disposable Fedora VM CLI payload validation evidence.

It is not production readiness, not Fedora approval, not Fedora distribution readiness, not daily-driver safety, not immutable Fedora readiness, and not a production installer claim.
